Fee exemptions and free permits throughout the whole downtown area for qualifying development.

Fees: New mixed use and residential development projects are exempt from paying roadway community facility fees, and no fees associated with construction-related encroachment permits. Savings can be very substantial.

Parking: Parking requirements are eliminated or substantially reduced downtown.

Utility Connections: All properties downtown already receive full utility services

Entitlements: Since downtown development is managed through a form-base code, development plans are approved administratively, without a public hearing.
